MADISON, Wis. — A Pennsylvania man was sentenced to 22 years in prison today for two counts of first degree child sexual assault after he assaulted two children during his stay in Wisconsin.
Steven Barlow, 25, of Carlisle, Pennsylvania, was sentenced by Dodge County Circuit Court Judge Brian Pfitzinger. This will be followed by 12 years of extended supervision.
In June of 2018, officers said they received a report regarding a sexual assault that occurred a few years prior. A mother called and said that her oldest child, about 4 years old at the time, disclosed to her that she was forced to perform oral sex on Barlow who was staying with the family.
The mother then asked her other child, then 4 or 5 years old, if anything had ever happened with Barlow. The child provided a similar story in which he offered ice cream in exchange for an oral sex act.
During Barlow’s interview with detectives, he eventually admitted to sexually assaulting the two young children.
“The parents of the child victims tried to help the defendant by letting him move into their home, and he repaid their generosity by sexually assaulting their children in complete violation of the trust that had been placed in him,” said Assistant District Attorney Yolanda Tienstra at the sentencing.
