A Dubuque woman has been sentenced to two to five years of probation for taking funds from a conservatorship account created for her daughter. 32 year old Toni Walker received the deferred judgment in Iowa District Court of Dubuque County after pleading guilty to a charge of first-degree theft. With a deferred judgment, the record of the case will be expunged if all probation obligations are met. According to the sentencing from Iowa District Court Judge Thomas Bitter, Walker also must pay over $23,000 in restitution to her daughter. 45 year old Ryan Walker of Iowa City also was charged with first-degree theft in connection with the incident, but that case was dismissed pending repayment of lost funds. Ryan and Toni Walker divorced in 2018. According to a report, the Walkers were living in Dubuque in 2017 when they applied for a conservatorship after settling a personal-injury claim for $54,820 on their daughter’s behalf. The conservatorship was granted, and the money was deposited into the account of a Dubuque credit union. A report says that the account had been closed and that all the funds were missing as of January of 2023.
