Police charged a Dubuque man with more than two dozen sex crimes after they say he engaged in a sexual relationship with a Dubuque middle school student younger than 14. 31-year-old Fabian E. Swank of Dubuque, was arrested at 3:20 p.m. Friday at Dubuque Law Enforcement Center on charges of sexual abuse-continued sexual abuse of a child, four counts of sexual exploitation of a minor, 13 counts of sex offender registration violation-crime against a minor, three counts of sex offender registration violation-second or subsequent offense, three counts of lascivious acts with a child, grooming, purchasing or possessing a depiction of a minor in a sex act-first offense, three counts of indecent contact with a child, dissemination and exhibition of obscene material to minors and animal neglect with injury. Court documents state an administrator at Washington Middle School said a teacher noticed emails between Swank and the student’s school-issued email address in which the two were pretending to be cousins to avoid detection from school officials.
