The man accused of driving drunk when he hit the Dubuque City Manager with his vehicle has pleaded not guilty. Christopher Higgins is charged with serious injury by vehicle, along with leaving the scene of an accident, OWI, and other traffic charges. Police say Dubuque City Manager, Michael Van Milligen, was getting out of his car on Main street on March 27 when Higgins hit him with his vehicle. Higgins then fled the scene. Van Milligen was taken to a hospital for a broken knee cap. Police say Higgins was seen swerving over the road before he hit Van Milligen. When police found Higgins, they said they found him unconscious behind the wheel of his car. A jury trial is scheduled for August 19.
