Dubuque Man Pleads Guilty To Sexual Abuse of Three Children

A Dubuque man has pleaded guilty to some of the charges against him for allegedly sexually abusing three children. 69 year old Dennis Topping has pleaded guilty in the Iowa District Court of Dubuque County to three counts of lascivious acts with a child. If his plea deal is accepted, three counts of second-degree sexual abuse would be dismissed. Topping’s plea document states that he could be sentenced to 30 years in prison and must register as a sex offender for life. Dubuque police were notified in April 2019 by the Iowa Department of Human Services staff of sexual abuse allegations against Topping. The agency reported he abused three children younger than 12 years old in Dubuque.
