Police said a man strangled a woman during a disturbance in Dubuque earlier this year, sending the woman to the hospital. Reports say 35 year old Dennis Henry of Chicago, was arrested Tuesday at the Dubuque Law Enforcement Center on warrants charging willful injury, domestic assault with strangulation, first-degree harassment, criminal trespass and two counts of interference with official acts. According to reports, Henry strangled a woman during a disturbance on Feb. 26 in the 300 block of West Locust Street. Henry also punched the woman multiple times while she was on the ground.
