Police said a driver intentionally struck a 17-year-old girl with a vehicle during a disturbance last summer in Dubuque. 46-year-old Melissa J. Neuhaus, 46, of Dubuque, was arrested at 4 p.m. Saturday at Dubuque Law Enforcement Center on a warrant charging assault with a dangerous weapon, failure to appear and reckless driving. Court documents state that Neuhaus was involved in a disturbance with the teenager at approximately 8:55 p.m. July 8 at Jackson and 21st streets. Neuhaus pushed the teenager, then returned to her vehicle. The teenager stepped in front of the vehicle to keep Neuhaus from leaving the scene. Neuhaus then drove forward, causing abrasions to the teenager’s thighs. The teenager then climbed onto the hood of Neuhaus’ vehicle to avoid being struck again, documents state. Neuhaus then drove north on Jackson Street with the teenager remaining on the vehicle’s hood, documents state. Neuhaus continued driving east on 22nd Street to the intersection with Elm Street, where the teenager got off the hood. Neuhaus then drove from the scene.
